The head of the International Department of the Ministry of Education clarified that foreign nationals who have settled in China and hold a "Permanent Residence Identity Card for Foreigners of the People's Republic of China" issued by the public security authorities, and who meet the requirements for college entrance examination registration, may apply to take the college entrance examination in the relevant provinces.
