1. Overview of Travel Restrictions

Unlike Tibet, most major cities in Xinjiang (such as Urumqi, Turpan, and Kashgar city center) are open to international tourists without a special travel permit. However, a Border Management Area Permit is mandatory for visiting sensitive regions near international borders.

2. Requirements for US vs. European Citizens

The application process for the Border Pass is generally the same for all foreigners, but entry into China differs by nationality:

A. European Citizens (France, Germany, Italy, Spain, etc.)

Citizens of many European countries currently enjoy visa-free entry to China for up to 15 or 30 days. For these travelers, only a valid passport is needed to apply for the Border Pass once they arrive in Xinjiang.

B. US Citizens and Others

US citizens must obtain a Chinese Tourist Visa (L Visa) before arrival. To apply for a Border Pass in Xinjiang, you must present your original passport and the valid Chinese visa. Travelers on work (Z) or student (X) visas may need an additional letter of support from their employer or school.

Prohibited Occupations: Similar to Tibet, diplomats, journalists, and government officials are subject to strict monitoring and must apply through official government channels rather than tourist agencies.

3. Application Process for the Border Pass (e.g., Tashkurgan)

If you plan to travel along the Karakoram Highway to Tashkurgan or Karakul Lake, follow these steps:

Step 1: Arrive in Kashgar

The Border Pass for the Pamir region is typically processed in Kashgar. You cannot apply for this permit from outside Xinjiang.

Step 2: Visit the Administrative Service Center

Go to the Kashgar Administrative Service Center (or the designated PSB office) with your original passport. It is highly recommended to have a local guide assist you.

Step 3: On-the-Spot Processing

Unlike the Tibet permit, the Xinjiang Border Pass is usually issued on the same day, often within 1-2 hours. There is typically no fee for the permit itself if processed through official channels.

Step 4: Checkpoints (Gez Checkpoint)

When driving toward the mountains, you will encounter the Gez Checkpoint. You must present your original passport and the Border Pass. Expect routine security scans and document verification.

4. Essential Travel Tips for Xinjiang

• Carry Original Documents: Always keep your original passport with you. Digital copies are often not accepted at highway checkpoints.
• Accommodation: Foreigners must stay in "Foreign-qualified" (涉外) hotels. Always confirm with the hotel before booking.
• Photography: Strictly avoid taking photos of police stations, checkpoints, military personnel, or government buildings.
• Internet Access: Be aware that internet connectivity can be inconsistent in remote border areas.
